    Job Summary
     

    The Disaster Case Management (DCM) Coordinator serves as the primary staff liaison and operational support lead for the Eaton Fire Collaborative’s Disaster Case Management Committee. This systems-level role supports coordination,

    communication, and alignment across participating disaster case management providers and recovery partners throughout the long-term recovery effort. Working in partnership with the DCM Committee, the Coordinator helps strengthen coordinated survivor service pathways, identify recovery gaps and trends, and support the development of effective, survivor-centered recovery systems across

    the broader disaster recovery ecosystem.

     

    Essential Duties and Responsibilities 

    ​

    • Serves as the primary staff support and liaison to the Disaster Case Management (DCM) Committee of the Eaton Fire Collaborative Long-Term Recovery Group.

    • Supports the coordination and alignment of disaster case management efforts across participating agencies, nonprofit partners, and recovery stakeholders.

    • Helps facilitate communication, collaboration, and information sharing between DCM providers and related recovery committees.

    • Assists in identifying survivor trends, service gaps, operational challenges, and emerging recovery needs across the disaster recovery ecosystem.

    • Coordinates committee meetings, agendas, follow-up items, documentation, and operational workflows associated with the DCM Committee.

    • Supports the development and maintenance of coordinated referral pathways, survivor navigation systems, and resource coordination practices.

    • Assists with the implementation and utilization of disaster recovery data systems and case coordination platforms, including support for data integrity and reporting processes.

    • Helps develop operational procedures, tracking systems, and coordination protocols that strengthen long-term recovery operations.

    • Partners with the Unmet Needs Committee, Rebuild partners, volunteer coordination efforts, and other recovery stakeholders to support coordinated survivor recovery pathways.

    • Provides technical assistance, onboarding support, and coordination assistance to participating DCM partners and committee members as appropriate.

    • Supports the preparation of reports, grant-related documentation, recovery metrics, and other materials necessary for organizational and funder requirements.

    • Attends community meetings, partner convenings, public briefings, and recovery coordination meetings as appropriate.

    • Performs other related duties necessary to support the evolving needs of the long-term recovery effort.

    Qualifications

    ​

    • Master’s Degree in Social Work strongly preferred. A graduate degree in a related field will be considered, with related Case Management experience, as will a Bachelor’s degree with relevant experience.

    • Supervisory experience required.

     

    Knowledge, Skills, and Abilities

    ​

    • Demonstrates ability to adequately supervise direct service staff.

    • Demonstrates creativity in dealing with difficult employees.

    • Demonstrated leadership abilities, including the ability to be flexible in dealing with multiple constituencies.

    • Excellent interpersonal, listening, and administrative skills

    • Knowledge of the State of California Social Service delivery systems

    • Good organizational, time-management, and communication skills. 

    • Previous disaster-related experience is a plus.

     

    Work Schedule:

    • Primarily scheduled Monday – Friday with occasional evenings and weekends.

    Job Summary

    ​

    The Unmet Needs Coordinator serves as the primary staff liaison and operational support lead for the Eaton Fire Collaborative’s Unmet Needs Committee. This systems-level role supports the coordination, administration, and operational alignment of the Long-Term Recovery Group’s Unmet Needs Table and associated recovery funding processes. Working in partnership with the Unmet Needs
    Committee, the Coordinator helps facilitate survivor-centered funding pathways, supports partner coordination, tracks recovery trends and service gaps, and helps strengthen collaborative recovery systems across the broader disaster recovery ecosystem.

     

    Essential Duties and Responsibilities

    • Assists in identifying survivor recovery gaps, emerging unmet needs trends, and operational barriers impacting long-term recovery efforts.

    • Coordinates committee meetings, agendas, case review preparation, documentation, follow-up items, and operational workflows associated with the Unmet Needs Committee.

    • Supports the development and maintenance of survivor-centered referral pathways and coordinated resource navigation systems.

    • Assists with tracking funding requests, case statuses, distributions, reporting requirements, and related recovery metrics.

    • Supports implementation and maintenance of recovery data systems, case coordination platforms, and operational tracking processes related to unmet needs operations.

    • Partners with Disaster Case Management providers, Rebuild partners, volunteer coordination efforts, and other recovery stakeholders to support coordinated survivor recovery pathways.

    • Assists with funder coordination, reporting preparation, documentation collection, and compliance-related workflows associated with recovery funding.

    • Ability to build and maintain collaborative relationships across nonprofit, government, philanthropic, faith-based, and community stakeholders.

    Job Summary

    ​

    The Development and Grants Manager serves as the lead staff support for fundraising, grant development, donor stewardship, and institutional funding coordination for the Eaton Fire Collaborative (EFC). This role supports the

    organization’s long-term sustainability by coordinating grant applications, managing funder relationships, supporting reporting and compliance requirements, and helping align funding strategies with the operational priorities of the Long-Term Recovery Group (LTRG). Working closely with the Executive Director, committees, partners, and fiscal sponsor, the Development and Grants Manager helps strengthen

    EFC’s capacity to secure and manage philanthropic, governmental, and recovery-related investments.

     

    Essential Duties and Responsibilities

    ​​

    • Supports the development and implementation of EFC’s fundraising and grant development strategy.

    • Serves as primary staff support to the Fund Development Committee, including coordinating agendas, materials, follow-up items, and fundraising-related workflows.

    • Researches, tracks, and identifies funding opportunities aligned with EFC operational and recovery priorities.

    • Coordinates the preparation, drafting, review, and submission of grant applications, proposals, letters of inquiry, and related funding materials.

    • Assists with funder relationship management, donor stewardship, and ongoing communication with philanthropic and institutional partners.

    • Coordinates grant reporting, deliverables, documentation collection, and compliance tracking in partnership with staff, committees, consultants, and Community Partners.

    • Helps develop organizational narratives, budgets, work plans, metrics, and supporting materials for grant proposals and funding requests.

    • Maintains grant tracking systems, funding calendars, reporting deadlines, and associated operational records.

    • Works collaboratively with recovery committees and operational staff to align funding requests with programmatic priorities and recovery needs.

    • Supports collaboration between organizational leadership, committee members, consultants, and recovery committees to advance fundraising and sustainability priorities.

    • Assists with the development of fundraising materials, donor engagement strategies, sponsorship opportunities, and institutional cultivation efforts in partnership with leadership and the Fund Development Committee.

    • Assists with preparation of briefing materials, presentations, reports, and funding updates for leadership, funders, and stakeholders.

    • Coordinates with Community Partners regarding grant administration, fiscal sponsorship requirements, reporting obligations, and documentation needs.

    • Helps identify operational funding gaps and supports long-term sustainability planning efforts.

    • Attends partner meetings, funder convenings, and recovery coordination meetings as appropriate.

    • Performs other related duties necessary to support the evolving needs of the long-term recovery effort.

    Qualifications

    • Bachelor’s degree required; graduate degree in nonprofit management, public administration, communications, business administration, philanthropy, or related field preferred.

    • Minimum of 3 years of experience in nonprofit development, grant writing, fundraising, philanthropy, institutional giving, or related operational coordination work.

    • Demonstrated experience managing grants, funding proposals, reporting processes, and donor or institutional relationships.

    • Experience working within collaborative, multi-agency, or cross-sector environments strongly preferred.

    • Familiarity with disaster recovery, community-based nonprofits, philanthropy, or Long-Term Recovery Group (LTRG) environments preferred.

    • Strong writing, organizational, project management, and relationship management skills required.

    • Ability to manage multiple priorities and operate effectively in evolving or fast-paced environments.

    The Eaton Fire Collaborative (EFC) serves as the Long-Term Recovery Group (LTRG) supporting long-term recovery efforts for communities impacted by the Eaton Fire, including Altadena, Pasadena, and Sierra Madre. EFC coordinates a broad network of nonprofit organizations, community groups, public agencies, funders, and recovery partners working collaboratively to support survivor-centered recovery operations.

     

    As the organization continues evolving from a primarily volunteer-led coalition into a more formalized operational structure, EFC is seeking qualified consultants or firms to support organizational systems administration, operational infrastructure development, and internal coordination systems associated with the recovery effort.

     

    This contracted services engagement is intended to support organizational infrastructure and operational systems needs distinct from EFC’s internal programmatic data analysis and evaluation functions.

    Purpose

    ​

    The Eaton Fire Collaborative is seeking bids from qualified consultants or firms to provide organizational systems administration and infrastructure support services intended to strengthen internal coordination systems, operational technology administration, organizational security practices, and shared operational infrastructure across the organization.

     

    Scope of Services

    ​

    The selected consultant or firm may support activities including, but not limited to:

    • Organizational systems administration and operational infrastructure support.

    • Google Workspace administration and related coordination systems.

    • User access management and organizational security practices.

    • Workflow mapping, process documentation, and internal coordination systems development.

    • Shared operational systems organization and maintenance.

    • Internal systems troubleshooting and technical coordination support.

    • Development of organizational guidance materials and systems documentation.

    • Support related to data-sharing and recovery coordination systems.

    • Coordination with staff, committees, consultants, and operational partners regarding systems implementation and organizational workflows.

    • Recommendations regarding operational sustainability, infrastructure maintenance, and organizational systems improvements.

     

    EFC anticipates that operational systems priorities and infrastructure needs may continue evolving throughout the recovery effort.​
     

    Qualifications

    ​

    Qualified consultants or firms should demonstrate experience in one or more of the following areas:

    • Organizational systems administration and operational infrastructure support.

    • Google Workspace administration and coordination systems.

    • Workflow development, process mapping, and organizational systems implementation.

    • Organizational security practices and permissions management.

    • Technical coordination within nonprofit, disaster recovery, or collaborative operational environments.

    • Multi-stakeholder operational coordination environments.

    • Disaster recovery, Long-Term Recovery Group (LTRG), or nonprofit operational environments preferred.

     

    Deliverables

    Deliverables may include, but are not limited to:

    • Operational systems implementation and support.

    Contract Structure

    EFC anticipates entering into a time-bound contracted services agreement, subject to available funding and organizational approval processes.

    • Hourly pricing structures

    • Monthly retainers

    • Project-based pricing

    • Hybrid pricing models
