Job Summary
The Development and Grants Manager serves as the lead staff support for fundraising, grant development, donor stewardship, and institutional funding coordination for the Eaton Fire Collaborative (EFC). This role supports the organization’s long-term sustainability by coordinating grant applications, managing funder relationships, supporting reporting and compliance requirements, and helping align funding strategies with the operational priorities of the Long-Term Recovery Group (LTRG). Working closely with the Executive Director, committees, partners, and fiscal sponsor, the Development and Grants Manager helps strengthen EFC’s capacity to secure and manage philanthropic, governmental, and recovery-related investments.
Essential Duties and Responsibilities

Supports the development and implementation of EFC’s fundraising and grant development strategy.

Serves as primary staff support to the Fund Development Committee, including coordinating agendas, materials, follow-up items, and fundraising-related workflows.

Researches, tracks, and identifies funding opportunities aligned with EFC operational and recovery priorities.
-
Coordinates the preparation, drafting, review, and submission of grant applications, proposals, letters of inquiry, and related funding materials.

Assists with funder relationship management, donor stewardship, and ongoing communication with philanthropic and institutional partners.

Coordinates grant reporting, deliverables, documentation collection, and compliance tracking in partnership with staff, committees, consultants, and Community Partners.

Helps develop organizational narratives, budgets, work plans, metrics, and supporting materials for grant proposals and funding requests.

Maintains grant tracking systems, funding calendars, reporting deadlines, and associated operational records.

Works collaboratively with recovery committees and operational staff to align funding requests with programmatic priorities and recovery needs.

Supports collaboration between organizational leadership, committee members, consultants, and recovery committees to advance fundraising and sustainability priorities.

Assists with the development of fundraising materials, donor engagement strategies, sponsorship opportunities, and institutional cultivation efforts in partnership with leadership and the Fund Development Committee.

Assists with preparation of briefing materials, presentations, reports, and funding updates for leadership, funders, and stakeholders.

Coordinates with Community Partners regarding grant administration, fiscal sponsorship requirements, reporting obligations, and documentation needs.

Helps identify operational funding gaps and supports long-term sustainability planning efforts.

Attends partner meetings, funder convenings, and recovery coordination meetings as appropriate.

Performs other related duties necessary to support the evolving needs of the long-term recovery effort.
Qualifications

Bachelor’s degree required; graduate degree in nonprofit management, public administration, communications, business administration, philanthropy, or related field preferred.

Minimum of 3 years of experience in nonprofit development, grant writing, fundraising, philanthropy, institutional giving, or related operational coordination work.

Demonstrated experience managing grants, funding proposals, reporting processes, and donor or institutional relationships.

Experience working within collaborative, multi-agency, or cross-sector environments strongly preferred.

Familiarity with disaster recovery, community-based nonprofits, philanthropy, or Long-Term Recovery Group (LTRG) environments preferred.

Strong writing, organizational, project management, and relationship management skills required.

Work Environment
Work is performed in a hybrid environment consisting of remote work, professional office settings, community meetings, and occasional field-based coordination activities. Overview
The Eaton Fire Collaborative – Long-Term Recovery Group (EFC-LTRG), a project of Community Partners, invites proposals from qualified organizations to support the development, launch, facilitation, and ongoing operation of the Eaton Fire Collaborative Youth Recovery Council (YRC).
The EFC Board has approved the establishment of the YRC as a permanent youth governance and advisory body embedded within EFC's long-term recovery structure. The Council has not yet been constituted. EFC is seeking a partner with demonstrated experience in youth engagement, leadership development, facilitation, and community-based work to help bring the approved framework into operation.
The selected organization will work in partnership with EFC staff and young people from Eaton Fire-impacted communities to recruit and launch the inaugural Council, establish its operating practices, support youth leadership, facilitate its ongoing work, and build the systems necessary for its continued operation.
The YRC is intended to create a meaningful pathway for young people to shape recovery priorities, advise EFC leadership, influence institutional decisions, and contribute to the long-term future of Eaton Fire-impacted communities.
Board-Approved Framework
The EFC Board has approved a framework establishing the purpose, structure, and institutional role of the Youth Recovery Council. The selected organization will support implementation of this framework; this engagement is not intended to redesign the Council's core purpose or relationship to EFC.
The approved framework establishes the following:

Founding Cohort: The inaugural YRC will consist of approximately 7–9 young people, ages 16–24. Recruitment will prioritize young people directly impacted by the Eaton Fire, including displaced youth, youth from renter households, first-generation college students, and young people demonstrating leadership in their schools, neighborhoods, or communities.

Youth Co-Creation: The Founding Cohort will have a meaningful role in establishing the Council's internal norms, leadership structure, decision-making practices, focus areas, public identity, engagement model, and annual strategic priorities.

Governance Integration: The YRC will be embedded within EFC's leadership and governance structure. The Council will elect a Chair from among its members to serve as its principal representative to the EFC Board, establishing a direct pathway between youth leadership and organizational decision-making.

Advisory Role: The YRC will advise the Executive Director and EFC Board on emerging recovery needs, community conditions, organizational priorities, policy considerations, and other issues affecting the long-term recovery of Eaton Fire-impacted communities. The Council may develop recommendations and introduce strategic questions and priorities for consideration by EFC leadership and committees.

Youth Recovery Agenda: The Council will develop an annual EFC Youth Recovery Agenda identifying youth-informed recovery priorities, concerns, opportunities, and recommendations. The Agenda is intended to inform EFC strategy and planning, public policy advocacy, philanthropic investment, partner coordination, and broader resource alignment.

Broad Recovery Mandate: The Council's work will not be limited to matters traditionally considered "youth issues." The YRC is intended to bring a generational perspective to the full breadth of long-term recovery and create opportunities for youth perspectives to influence EFC strategy, public policy, philanthropy, organizational programming, partnerships, and institutional accountability.

Compensated Participation: Council members will be compensated for their participation, recognizing youth leadership, time, and lived experience as meaningful contributions to recovery governance.

Long-Term Structure: The YRC is intended to become an enduring component of EFC's governance and recovery infrastructure, supported by systems for future recruitment, leadership succession, and continuity between cohorts.
Within this framework, the Founding Cohort will have meaningful authority to shape how the Council operates, what it prioritizes, and how it engages the broader community. The selected organization and EFC staff will support that process rather than prescribe its outcomes.
Scope of Work
The selected organization will work in close partnership with EFC staff to establish, launch, facilitate, and support the ongoing operation of the Youth Recovery Council.
The selected organization will be expected to:

Develop an implementation plan and timeline for establishment and launch of the YRC.

Design and administer an equitable recruitment and selection process for the inaugural cohort.
-
Conduct outreach and engagement with young people across Eaton Fire-impacted communities, including young people who may not already participate in established leadership or institutional networks.

Recruit, onboard, and orient approximately 7–9 Founding Cohort members.
-
Facilitate a youth-led process to establish Council norms, leadership structure, decision-making practices, priorities, and identity.
-
Coordinate and facilitate regular Council meetings and support increasing youth leadership of Council activities.
-
Support leadership development for Council members, including the election and development of the YRC Chair.
-
Work with EFC staff to coordinate training, technical assistance, speakers, subject-matter expertise, and other resources requested or identified by Council members.

Support development and publication of the annual EFC Youth Recovery Agenda and other recommendations, presentations, or strategic outputs developed by the Council.

Work in partnership with EFC staff to support integration of the YRC into EFC's leadership and governance structure, including establishing effective pathways for engagement with the Executive Director, Board, and committees, and coordinating connections with public agencies, philanthropic partners, community organizations, and other recovery institutions.

Provide ongoing administrative and facilitation support, including member communications, participation logistics, recordkeeping, recruitment and onboarding of future cohorts, leadership transitions, and continuity between cohorts.

Develop appropriate evaluation measures and recommendations for the continued development and sustainability of the YRC.
All work will be undertaken in partnership with EFC staff. EFC will remain institutionally responsible for the YRC and its connection to EFC governance. EFC staff will work with the selected organization to identify and coordinate training, technical assistance, speakers, subject-matter expertise, institutional relationships, and other resources responsive to the needs and interests of Council members.
Costs associated with external training, technical assistance, speakers, subject-matter experts, and other resources secured or approved by EFC will be supported separately by EFC and should not be included in the applicant's proposed cost. The selected organization's responsibility will include working with EFC staff and Council members to identify needs, coordinate opportunities, and integrate these resources into the Council's work.
The selected organization will provide sustained capacity in youth engagement, recruitment, facilitation, leadership development, administration, and continuity. It will not independently operate or control the Council.
Youth Participation
EFC intends for Youth Recovery Council members to be compensated for their time, expertise, and lived experience. The approved framework anticipates support including monthly stipends, transportation support, meals, and project-based leadership stipends.
The selected organization will work with EFC staff to create an accessible participation model that reduces financial, transportation, scheduling, and other barriers to sustained youth participation.
Youth compensation and participant support will be administered and funded separately by EFC and should not be included in the applicant's proposed cost.

Overview
The Eaton Fire Collaborative – Long-Term Recovery Group (EFC) invites proposals from qualified consultants or consulting firms to lead a comprehensive strategic planning process and develop EFC's strategic plan for its next phase of organizational development and long-term recovery work.
EFC seeks an experienced strategic planning partner who can assess the organization's current position, facilitate meaningful engagement with leadership and stakeholders, help EFC make strategic choices, and translate those choices into a focused, actionable, and measurable plan.
The selected consultant will work closely with EFC's Executive Director, Board, Executive Committee, staff, members, and key community and institutional partners.
About the EFC
The Eaton Fire Collaborative – Long-Term Recovery Group is a community-based coordinating organization supporting long-term recovery from the Eaton Fire.
EFC brings together more than 200 member organizations representing community-based organizations, nonprofit service providers, government agencies, philanthropy, faith communities, businesses, and other recovery partners.
EFC's work spans critical areas of long-term recovery, including disaster case management, unmet needs, housing, rebuilding, health and wellness, children and families, business recovery, advocacy, volunteer and resource coordination, and other community recovery priorities.
EFC serves as a convener, coordinator, and recovery infrastructure for the broader recovery ecosystem while also operating and supporting programs, resources, partnerships, and systems designed to address unmet community needs.
As recovery moves into its next phase, EFC is seeking to establish a clear strategic direction for the organization and its role in advancing a coordinated, equitable, and community-centered recovery.
Purpose of the Engagement
EFC seeks a consultant to lead the development of a comprehensive strategic plan that will guide the organization through the next phase of long-term recovery.
The strategic plan should define EFC's overall direction, priorities, and measures of success while addressing both how the organization must grow and develop and how EFC implements the Eaton Fire recovery effort.
EFC has grown rapidly in response to the scale and complexity of the recovery. The organization is now at a point where it must establish a clear longer-term direction that connects its organizational development with the impact it seeks to achieve across the recovery landscape.
The strategic planning process should help EFC establish priorities across areas including:

The consultant should help EFC assess its current position, surface and test existing and emerging priorities, identify strategic choices and tradeoffs, and establish a focused set of priorities for the planning period.
The resulting plan should connect EFC's ambitions for the recovery with the organizational capacity, partnerships, resources, and infrastructure available to achieve them.
Scope of Work
EFC expects the selected consultant to design and lead the strategic planning process in partnership with EFC leadership, in particular, the Executive Committee. The scope is anticipated to include the following activities.

Discovery and Assessment: Review relevant organizational, financial, programmatic, governance, and recovery materials and assess EFC's current organizational position and operating environment. The assessment should consider internal strengths and challenges as well as external conditions, opportunities, risks, community needs, and developments within the broader recovery ecosystem.

Stakeholder Engagement: Develop and facilitate an efficient and meaningful engagement process that may include the Board, staff, committee leadership, member organizations, community and survivor stakeholders, government partners, philanthropy, and other key partners. The consultant should recommend an engagement methodology appropriate to the scope and timeline of the project, which may include interviews, surveys, focus groups, facilitated sessions, or other approaches.

Strategic Planning and Facilitation: Facilitate strategic planning discussions with EFC leadership, the Executive Committee, and the Board to establish a focused set of strategic priorities, goals, outcomes, and measures of success. The consultant should bring independent analysis and facilitate strategic decision-making, including helping EFC identify choices, tradeoffs, sequencing, and areas where greater focus is required. The process should integrate organizational development and programmatic direction into a single strategy for EFC's future.

Draft, revise, and finalize a strategic plan that clearly articulates EFC's direction and provides a practical framework for implementation.

1. Overview
EFC is issuing this Request for Proposal (RFP) to identify and engage a qualified construction cost analyst (“Analyst”) to provide independent cost analysis and contractor vetting support to EFC clients.
EFC clients frequently need an objective, technically qualified resource to help them understand construction costs, evaluate contractor bids and contracts, and avoid engaging contractors with licensing, insurance, or reputational red flags. EFC intends to establish a retainer relationship with a single Analyst (or a short list of pre-qualified Analysts) who will be regularly available to EFC clients through EFC's Collaboratory space.
2. Scope of Work
EFC is seeking to engage a construction cost analyst on a fixed-rate retainer basis to provide the services described below to EFC clients. Key parameters of this engagement include:

The Analyst will be available to EFC clients on a defined, recurring, publicly posted schedule at the Collaboratory (see Section 4).

The Analyst will provide the full suite of services described in Section 3 to clients EFC connects them with.

EFC anticipates an ongoing relationship structured as a fixed-rate retainer with set expected hours (see Section 5).
3. Services Required
Respondents must be able to provide the following core services. Proposals should describe, in detail, the respondent's approach, methodology, and relevant tools used to deliver each service area below.
3.1 Cost Review & Analysis

Support client review of contract costs, including line-item pricing, allowances, and change-order estimates.

Provide independent cost analyst services to help clients understand whether pricing on a proposed project is reasonable relative to scope and market conditions.
3.2 Contractor & Subcontractor Vetting
-
Vet contractors and subcontractors being considered by clients, including verification of licensing, insurance, and standing.

Warn clients about builders who are hiding lapsed licenses, unresolved complaints, or bad reviews that may not be apparent from a standard search.
3.3 Contract Review
-
Review construction contracts and proposals with clients, flagging unclear, unfavorable, or unusual terms before signing.

Help clients understand payment schedules, scope exclusions, and change-order provisions.
3.4 Additional Support
-
Provide other related cost-analysis and contractor-vetting support as client needs arise, at the Analyst's professional discretion and in consultation with EFC.
4. Availability & Collaboratory Requirement
The Analyst is required to hold regular, in-person availability at EFC's Collaboratory space so that clients can be referred to and meet with the Analyst on a predictable basis. Respondents should address the following in their proposal:

Ability to be present at the Collaboratory for 10 hours per week, at a set, publicly posted cadence (e.g., specific day(s) and time window(s) each week).

Willingness to hold this schedule consistently so that EFC can publish it to clients in advance.

Process for handling client meetings that require follow-up outside of scheduled Collaboratory hours.

Any limitations on availability the respondent anticipates (e.g., holidays, seasonal demand).
5. Compensation & Engagement TermsThis engagement will be structured as a fixed-rate retainer with defined expectations. Respondents should propose:

A fixed-rate retainer fee structure, inclusive of the set weekly hours described in Section 4.

The number of hours per week the proposed rate is intended to cover, and the rate for any additional hours requested by EFC beyond that baseline.

Invoicing frequency and payment terms (e.g., monthly retainer billing).

Any conditions under which the retainer terms would be revisited (e.g., significant change in client volume).
6. Qualifications
Respondents should demonstrate the following minimum qualifications, and may include supporting documentation as attachments:

Demonstrated experience in construction cost estimating, cost analysis, or a related quantity-surveying/cost-consulting discipline.

Experience reviewing residential or light-commercial construction contracts and bids.
-
Familiarity with contractor licensing verification and standard red flags in contractor standing (lapsed licenses, complaint history, litigation, etc.).

Relevant licenses, certifications, or professional affiliations (e.g., certified cost estimator/consultant credentials), if applicable.

Relevant insurance coverage (e.g., professional liability).

1. Overview
EFC is issuing this Request for Proposal (RFP) to identify and engage a qualified owner's representative firm or group (“Owner's Rep”) to provide fee-for-service project support to clients referred by EFC.
EFC maintains an Unmet Needs Table through which clients are identified as needing hands-on guidance navigating the home design, permitting, contractor selection, and construction process. EFC intends to establish a direct fee-for-service relationship with a single Owner's Rep group (or a short list of pre-qualified groups) that can be engaged on a per-client basis.
Engagements originating from the EFC Unmet Needs Table referral pathway will be funded directly by EFC on behalf of the client, rather than billed to the client.
2. Scope of Work
EFC is seeking a fee-for-service contract with an owner's representative group to support clients referred through the EFC Unmet Needs Table. Key parameters of this engagement include:

EFC will refer eligible clients to the selected Owner's Rep group through its Unmet Needs Table process.
-
EFC will fund the Owner's Rep group's fees directly for each referred engagement, per the fee structure proposed and agreed upon in this RFP process.

The selected Owner's Rep group will provide the full suite of services described in Section 3 for each referred client, from initial intake through post-contract support.
-
EFC anticipates an ongoing, non-exclusive relationship, with volume of referrals dependent on client need and program funding.
3. Services Required
Respondents must be able to provide the following core services for each client referred by EFC. Proposals should describe, in detail, the respondent's approach, methodology, staffing, and any tools used to deliver each service area below.
3.1 Intake & Strategy

Meet with each referred client to understand their budget, financing/insurance situation, project goals, timeline, and any constraints unique to their situation.

Develop an initial project strategy and set expectations for the process ahead.
3.2 Introduction to Builders
-
Identify and present 3–5 builders the Owner's Rep believes are well-suited to the client's project, budget, and goals.
-
Facilitate introductory conversations between the client and each builder, allowing the client to ask questions and evaluate fit.
-
Coach clients on the right questions to ask builders during these introductions.
3.3 Bid & Review

Once the client identifies favorite builders, distribute project plans to those builders and solicit transparent, line-item bids.
-
Walk the client through each bid in detail, explaining scope, pricing, and any discrepancies, and answer client questions.
3.4 Refine & Match

Relay client feedback back to the shortlisted builder(s).

Negotiate pricing, scope, or terms on the client's behalf where it makes sense to do so.

Review the construction contract with the client before signing.
3.5 Continuing Support

Remain available to the client after the contract is signed to answer questions, help navigate concerns as they arise, and facilitate conversations between the client and builder when needed.
3.6 Additional Required Capabilities

Source and pull bids from a vetted network of trustworthy, licensed, and insured contractors.
