  • Executive Director

    Position Title: Executive Director

    Job Summary

    The Executive Director will direct and coordinate the effective implementation of the mission, goals, and strategies of the Eaton Fire Collaborative Long-Term Recovery Group (EFC-LTRG) as established by the governing body. Responsible for program oversight, fundraising, marketing, and community outreach.

    Essential Duties and Responsibilities

    • Regularly exercises discretion, independent judgment, and decision-making while performing duties and responsibilities.

    • Assists the Eaton Fire Collaborative Long-Term Recovery Group Board of Directors in developing and implementing the operational policies, programs, and training events that meet identified needs to respond to the disaster.

    • Assumes responsibility as the chief development and fundraising officer of the organization.

    • Serves at the discretion of the Board.

    • Attends all board and committee meetings and serves as staff resource to EFC-LTRG’s board of directors.

    • Works with consultants to develop a public relations program.

    • Organizes and presides at the LTRG partner meetings.

    • Oversee the preparation and release of reports, studies, and publications, and ongoing statistical and narrative reports to capture program activity, operations, and finances to the EFCLTRG Board of Directors and funders.

    • Works with all board committees to promote two-way communication and facilitates board and committee meetings.

    • Coordinates strategic planning activities to include board and staff input; implements and monitors the plan; oversees reporting and updates as required.

    • Acts as an agent of the board as designated and serves as the primary spokesperson for the EFC-LTRG.

    • Builds relationships with other coalitions.

    • Works with community groups, agencies, and faith groups in developing inclusivity.

    • Ensures fiscal integrity; provides overall control and direction for funding.

    • Ensures the organization has an adequate system of control and financial accounting in accordance with established standards of accounting practices and procedures.

    • Oversees the control and direction of personnel functions to include hiring, terminations, and staff training to increase skills and competencies.

    • Negotiates and executes contracts, leases, and agreements for the organization as an agent of the board.

    • Promotes and maintains a high level of customer service, ensuring that clients’ needs are met.

    • Promotes and maintains a safety culture for staff and clients.

     

    Supervisory Responsibilities:

    • Responsible for the overall direction, coordination, and evaluation of the organization.

    • Directly supervises a team of eight staff members

    • Carries out supervisory responsibilities in accordance with the agency's established policies, procedures, and applicable laws.

    • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

    Education and/or Experience:

    • Bachelor's degree from a four-year college or university in Business Administration, Nonprofit Management, or a related field, and two (2) years of experience to include supervisory experience, or equivalent combination of education and experience.

    Job Summary

    The Resource & Volunteer Coordinator is responsible for obtaining information about services and goods that may be provided by local non-profits, government agencies, foundations, and other entities that may be needed to assist clients back to pre-disaster self-sufficiency. The Coordinator will maintain service lists, as needed, specific to counties of jurisdiction that case managers can refer clients to for assistance, and coordinate with local partners.
     

    Essential Duties and Responsibilities 

    • Conduct outreach in the community to raise public awareness of the disaster case management program and connect with local agencies to identify all resources available for the program.

    • Participate in local meetings and events to build relationships between community members, local officials, and local organizations as needed.

    • Maintains open lines of communication with all organizations providing disaster recovery resources.

    • Complete and continuously update the database of all community agencies and local resources available for disaster survivors to assist clients in their road back to pre-disaster self-sufficiency.

    • Serves as a community liaison between EFCLTRG and local entities that desire to provide services to disaster survivors.

    • Complete reporting as required to ensure compliance with LTRG monitoring and compliance requirements, as well as monitoring the efficacy of referrals.

    • Responsible for database maintenance and development, including researching, updating, and maintaining community resource database files to ensure the integrity and reliability of information. 

    • Develops reports, maintains records of correspondence with contacts, volunteer groups, donors, etc.

    Qualifications

    • High School diploma or GED, Bachelor’s Degree preferred.

    • Previous experience in nonprofit social services and/or case management is extremely helpful.

    • Ability to speak Spanish fluently preferred, not required.

     

    Knowledge, Skills, and Abilities

    • Excellent interpersonal, organizational, and managerial skills.

    • Highly motivated self-starter with the ability to produce results without extensive supervision.

    • Ability to prioritize and handle multiple complex tasks.

    • Ability to convene and lead meetings.

    Job Summary
    This Disaster Case Manager Coordinator provides direct management and oversight of case managers, ensuring high-quality case management services are delivered to disaster survivors and their families. The Coordinator is responsible for guiding staff in providing advocacy, information and referral, crisis intervention, and long-term recovery support. In addition, this position ensures contract goals and performance outcomes are achieved while maintaining a strong focus on service excellence, accountability, and survivor-centered care.

     

    Essential Duties and Responsibilities 

    • Responsible for the day-to-day management and implementation of disaster case management programs, including tracking, reports, outreach, and staff supervision.   

    • Provides training and supervision to staff; helps to determine the urgency of cases and make recommendations regarding what action should be taken. 

    • Reviews financial relief requests for clients.

    • Meets individually with each Case manager at least weekly and provides technical support and mentoring.

    • Provides direct services to clients on complex cases and as otherwise needed.

    • Assures that comprehensive case files, records, charts, and other documents are maintained in all case records and web-based disaster case management database(s). 

    • Conduct (at least) weekly file reviews to ensure services are being properly delivered. 

    • Keeps updated information on community resources available to clients.

    • Works with the Program Manager to identify disaster survivor trends, gaps in service, training needs, and necessary outreach. 

    • Attends inter-office and outside agency meetings as appropriate.

    • Completes all required statistical and fiscal reports in a timely manner.

    • Ensures timely completion of statistical reports and timely completion of required documentation of case-related activities.

    • Performs diligent efforts in assessing community needs and in collaborating with Long Term Recovery Committees and other government or social service agencies.

    Qualifications

    • Master’s Degree in Social Work strongly preferred. A graduate degree in a related field will be considered, with related Case Management experience, as will a Bachelor’s degree with relevant experience.

    • Supervisory experience required.

     

    Knowledge, Skills, and Abilities

    • Demonstrates ability to adequately supervise direct service staff.

    • Demonstrates creativity in dealing with difficult employees.

    • Demonstrated leadership abilities, including the ability to be flexible in dealing with multiple constituencies.

    • Excellent interpersonal, listening, and administrative skills

    • Knowledge of the State of California Social Service delivery systems

    • Good organizational, time-management, and communication skills. 

    • Previous disaster-related experience is a plus.

    Job Summary

    The Construction Cost Analyst will work closely with disaster case managers to review and analyze cost estimates for repairs and/or rebuilds of the primary residence of a disaster survivor. May provide coordination of volunteer labor groups to ensure the appropriate sequence of repairs.


     

    Essential Duties and Responsibilities

    • Consult with clients, vendors, personnel in other departments, or construction foremen to discuss and formulate estimates and resolve issues.

    • Analyze blueprints and other documentation to prepare time, cost, materials, and labor estimates.

    • Compare and contrast estimates with contractor estimates in-hand from clients to ensure clients are receiving fair and equitable treatment from private contractors, as requested.

    • Prepare estimates for use in selecting vendors or subcontractors.

    • Prepare estimates used by management for purposes such as planning, organizing, and scheduling work. 

    • Analyze reports to determine the nature and extent of loss, the type of insurance coverage provided, the scope of damage, and determine if damage is due to fire, deferred maintenance, or both.

    • Coordinate with case managers and home owners to ensure contractors utilized will perform to preset criteria, meeting all applicable local, state, and federal building codes.

    • Inspect and document damage, meet with the insured or their representative, promptly and properly develop the file to provide accurate and timely investigation and loss analysis.

    • Maintain and monitor the project log to achieve the timely development of files and timely reports on projects as required.

    • Prepare cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project.

    • Prepare and maintain a directory of suppliers, contractors and subcontractors, and qualified volunteer groups as applicable.

    • Review material and labor requirements to decide whether it is more cost-effective to produce or purchase components.  

    • Establish and maintain the tendering process and conduct negotiations. 

    • Assess the cost effectiveness of products, projects, or services, tracking actual costs relative to bids as the project develops. 

    • Set up cost monitoring and reporting systems and procedures. 

    • Visit the site and record information about access, drainage, topography, and availability of services such as water and electricity.


     

    Qualifications

    • High School diploma or GED required, Bachelor’s Degree preferred

    • Minimum 3 years of professional experience

    • Previous experience in disaster recovery preferred

     

    Knowledge, Skills, and Abilities

    • Excellent interpersonal, organizational, and managerial skills.

    • Existing knowledge and understanding of Disaster Case Management and Long Term Recovery Group coordination is helpful.

    Job Summary 

    The Data Specialist & Project Evaluator is responsible for summarizing data collected from LTRGs to analyze and improve disaster recovery processes. The role involves using data analysis to identify the biggest obstacles to recovery, such as challenges with planning, governance, and communication, as identified in studies of LTRG members. This analysis helps inform future disaster policies and identify best practices for future recovery efforts.

     

    Essential Duties and Responsibilities

    • Data and evaluation: Collect and analyze quantitative and qualitative data through surveys, interviews, and observations to evaluate program effectiveness and identify gaps in services.

    • Reporting: Develop high-quality evaluation reports and presentations for stakeholders, ensuring data is clear, accurate, and easy to understand.

    • Volunteer management: Oversee the coordination, scheduling, and monitoring of volunteers to ensure they are deployed effectively to meet long-term recovery needs.

    • Coordination and communication: Act as a liaison with partner agencies, government entities, and community leaders to collaborate, share information, and coordinate resources.

    • Community needs assessment: Assess and communicate ongoing challenges and needs of the disaster-impacted community, and advocate for solutions.

    • Resource management: Work to identify and connect with available community resources and assist in developing strategies for fundraising and securing funding.

    • Administrative tasks: Maintain organized records and documentation, and potentially assist with other tasks as assigned. 

     

    Qualifications

    • A background in disaster recovery, social work, program evaluation, or a related field is often required or preferred.

     

    Knowledge, Skills, and Abilities

    • Data skills: Proficiency in data collection methods and analysis software like Excel or SPSS.

    • Communication: Excellent oral and written communication skills to interact with clients, volunteers, and partner organizations.

    • Organizational skills: Ability to manage multiple tasks, projects, and teams effectively.

    • Teamwork: Ability to work cooperatively and foster positive relationships with colleagues and stakeholders.

    Job Summary
    The Communication Coordinator & Public Information Officer is responsible for developing and implementing communication strategies that build public trust and awareness of the organization's mission, policies, programs, and services. This person serves as the primary media contact and official spokesperson, ensuring the timely and accurate dissemination of information across multiple channels. 
     
    Essential Duties and Responsibilities

    • Media relations: Act as the primary liaison with the media. Draft and distribute press releases, organize press conferences, and coordinate interviews with subject matter experts and leadership.

    • Strategic communication: Develop and execute comprehensive public information and public relations plans that align with the organization's goals and vision.

    • Content creation: Write and edit a variety of communication materials for public consumption, including speeches, articles, newsletters, social media posts, and website content.

    • Crisis communication: Manage communications during emergencies or critical incidents. Disseminate timely and accurate information to the public, control rumors, and act as a key member of the incident management team.

    • Public engagement: Build positive working relationships with community groups, other government entities, and the public. Organize and participate in public meetings, events, and outreach activities.

    • Media monitoring: Track and analyze media coverage and public sentiment, providing insights and recommendations to leadership on communication effectiveness.

    • Internal communication: Collaborate with internal teams to ensure consistent messaging and keep staff informed of important updates and organizational news.

    • Policy interpretation: Interpret complex policies and procedures and translate them into clear, understandable language for diverse audiences. 

     
    Qualifications

    • Education: Bachelor's degree in Communications, Public Relations, Journalism, or a related field.

    • Experience: A minimum of three to five years of progressively responsible experience in public relations, communications, or media relations. Experience in a public agency is often preferred.

    • Licenses/certifications: A valid driver's license may be required. 

     
    Knowledge, Skills, and Abilities

    • Exceptional written and verbal communication skills, with the ability to convey complex information clearly and concisely.

    • Strong knowledge of media relations, news writing, and production, including digital and social media platforms.
